The owner holds more than one property in the county (or state), and at least one of those was purchased within the past three years. A working investor, not a dormant one.

How it is identified

We cross-reference ownership records. If the same owner shows up on 2+ properties and one was bought recently, they go on the active-investor list.

They're buying — so they're a buyer for your deals. They also know the game, so negotiating is straightforward.
